TY - JOUR AU - Kodcharatana, Atchanai PY - 2019/09/23/ TI - การดำเนินนโยบาย “บัตรสวัสดิการแห่งรัฐ” ในพื้นที่อำเภอบางกรวย จังหวัดนนทบุรี ("State Welfare Card" Policy implementation in Bangkruai District, Nonthaburi Province) JF - Ramkhamhaeng Journal of Public Administration; Vol 2 No 3 (2019): วารสารรามคำแหง ฉบับรัฐประศาสนศาสตร์ Ramkhamhaeng Journal of Public Administration KW - N2 - บทคัดย่อ        การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินการตามนโยบาย “บัตรสวัสดิการ แห่งรัฐ” ใน 4 ประเด็น ดังนี้ 1) บริบทของพื้นที่อำเภอบางกรวยที่ส่งผลกระทบต่อการดำเนินงานตามนโยบาย”บัตรสวัสดิการแห่งรัฐ” 2)ความความพอเพียงของทรัพยากรที่จะใช้ในการดำเนินโครงการ “บัตรสวัสดิการแห่งรัฐ” 3) กระบวนการดำเนินงานตามนโยบาย และ 4) ผลของการดำเนินการตามนโยบาย โดยใช้วิธีวิจัยเอกสารและวิจัยสนาม ในส่วนของวิจัยสนาม เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้างจากผู้ให้ข้อมูลสำคัญ จำนวน 10 คน ผลการวิจัยพบว่า “บัตรสวัสดิการแห่งรัฐ” เป็นนโยบายรัฐบาลที่ต้องการช่วยเหลือประชากรผู้มีรายได้ต่ำกว่าเกณฑ์ซึ่งมีอยู่ถึง 11.4 ล้านคน โดยมีหลายหน่วยงานรับผิดชอบ เช่น กระทรวงมหาดไทย กระทรวงสาธารณสุข กระทรวงศึกษาธิการ กระทรวงแรงงาน กระทรวงเกษตรและสหกรณ์กระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ กระทรวงการคลัง เป็นต้น อย่างไรก็ดี ที่ผ่านมาการจัดสวัสดิการสังคมและการให้เงินช่วยเหลือของภาครัฐยังมีข้อจำกัด กล่าวคือไม่สามารถให้สวัสดิการและเงินช่วยเหลือตามมาตรการต่างๆ ได้ตรงกับกลุ่มเป้าหมาย เนื่องจากข้อมูลที่ จำเป็นสำหรับการกำหนดนโยบายกระจัดกระจายอยู่ในหลายหน่วยงาน ยังไม่มีการบูรณาการข้อมูลต่างๆ เข้าด้วยกัน อีกทั้งยังขาดข้อมูลเชิงลึกส่วนบุคคลที่จำเป็นต่อการเสนอแนะเชิงนโยบาย เพื่อเป็นการทำให้ความช่วยเหลือผ่าน “บัตรสวัสดิการแห่งรัฐ” ถูกกลุ่มเป้าหมาย และเกิดประโยชน์สูงสุด มีข้อมูลในการติดตามประเมินผลการให้สวัสดิการในแต่ละประเภท และนำมาปรับปรุงการให้สวัสดิการให้เหมาะสม สอดคล้องกับความต้องการในแต่ละพื้นที่ได้อย่างมีประสิทธิภาพยิ่งขึ้น รวมทั้งสามารถกำกับติดตามค่าใช้จ่ายสวัสดิการต่างๆได้อย่างเป็นระบบ Abstract      The objective of this research is to study the implementation of “State Welfare Card” policy on four issues. Those are 1) the context of Bang Kruai district area that affects the implementation of the policy, 2) sufficiency of resources to be used in the project operation, 3) the implementation process according to the policy and 4) the result of the implementation of the policy. Employing both documentary and field research methods, data were collected by structured interviews from 10 key informants. "The State Welfare Card" is a government policy that wants to help 11.4 million people with lower income. Many government agencies are responsible for such policy, such as the Ministry of Interior, Ministry of Public Health, Ministry of Education, Ministry of Labour, Ministry of Agriculture and Cooperatives, Ministry of Social Development and Human Security, Ministry of Finance etc. However, in the past, social welfare and government grants were still limited. That is, they cannot provide welfare and financial assistance according to various measures that match the target group. It is because the information needed for policy formulation is scattered in many departments. There is no integration of information and lack of personal insights necessary for policy recommendations in order to make "State Welfare Card" the most beneficial to the target group. Information for monitoring and evaluating the welfare benefits in each category should be closely considered to improve the welfare in accordance with the needs of poor people in each area more effectively, as well as being able to systematically monitor various welfare expenses.
