TY - JOUR AU - Siriwat, Natthapath PY - 2021/08/12/ TI - ความร่วมมือในการจ้างงานผู้สูงวัยของหน่วยงานภาครัฐกับภาคเอกชน : สภาพปัจจุบันและแนวโน้ม (Cooperation in employment of the elderly of government agencies and the private sector: Current conditions and trends) JF - Ramkhamhaeng Journal of Public Administration; Vol 4 No 2 (2021): วารสารรามคำแหง ฉบับรัฐประศาสนศาสตร์ Ramkhamhaeng Journal of Public Administration KW - N2 - บทคัดย่อ งานวิจัยนี้มีวัตถุประสงค์ 4  ประการ คือ 1) เพื่อศึกษานโยบายของรัฐบาลและกระทรวงแรงงานเกี่ยวกับการจ้างงานผู้สูงวัย 2) เพื่อศึกษาความร่วมมือในการจ้างงานผู้สูงวัยในหน่วยงานของรัฐและภาคเอกชนในปัจจุบันและแนวโน้มในอนาคต  3) เพื่อศึกษาปัญหา ความต้องการและผลที่ได้รับจากการจ้างงานของผู้สูงวัยในภาครัฐและเอกชน และ 4) เพื่อเสนอแนวทางการปรับปรุงเพื่อให้เกิดความร่วมมือที่เหมาะสมในการจ้างงานผู้สูงวัยของทั้งสองภาคส่วน งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยการวิเคราะห์เนื้อหาจากเอกสารและการสัมภาษณ์เชิงลึกแบบมีโครงสร้างจากผู้ให้ข้อมูลสำคัญแปดคนที่มาจากการสุ่มตัวอย่างแบบเจาะจงกลุ่มตัวอย่างเหล่านี้เป็นระดับผู้บริหารจากกระทรวงแรงงานและหน่วยงานภาคเอกชน ผลการศึกษาพบว่า ประเทศไทยได้ก้าวเข้าสู่สังคมผู้สูงวัยตั้งแต่ พ.ศ. 2543 และรัฐบาลภายใต้การนำของพลเอกประยุทธ์ จันทร์โอชาได้ออกนโยบายต่าง ๆ เพื่อรับมือกับปัญหานี้ เช่น การส่งเสริมการจ้างงานและการพัฒนาทักษะของผู้สูงวัย การสนับสนุนด้านการประกันสังคม และการจูงใจด้วยมาตรการภาษีแก่ผู้ประกอบการที่จ้างผู้สูงวัย แม้นโยบายนี้จะเป็นที่พอใจของผู้สูงวัย แต่ก็มีข้อเรียกร้องให้ปรับปรุงด้านค่าตอบแทนและสวัสดิการ Abstract This research has four objectives: 1) to explore public policies both from the government and the Ministry of Labour about the employment of the elderly; 2) to find out the cooperation in the employment of the elderly in the government agencies and the private sector at present situation and trends in the future; 3) to identify problems, needs and effects on the employment of the elderly in public and private sectors ; 4) to provide suggestion regarding the improvement for suitable cooperation in the employment of the elderly in both sectors.  Research methodology employed in this study is a qualitative one using content analysis from documents and structured in-depth interviews from eight key informants drawn by purposive sampling those samples are the executives from the Ministry of Labour and private agencies.  As a result of the study, it is found that Thailand has turned into aging society since 2005 and the government under General Prayuth Chan-o-cha has launched policies to encounter the problem by encouraging employment and skill development of the elderly, enhancing social security and providing tax motivation for the entrepreneurs to hire the elderly.  Although such policies are satisfied, the elderly ask for better compensation and welfares.
