%A Chimrak, Sirawit %A Phungviwatnikul, Weena %D 2022 %T ปัจจัยที่ส่งผลต่อการจัดการความเครียดของข้าราชการ ในสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019ิ (Factors affecting stress management of civil servants under the epidemic situation of the Coronavirus Disease 2019) %B 2022 %9 %! ปัจจัยที่ส่งผลต่อการจัดการความเครียดของข้าราชการ ในสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019ิ (Factors affecting stress management of civil servants under the epidemic situation of the Coronavirus Disease 2019) %K %X บทคัดย่อ             การวิจัยนี้เป็นการวิจัยเชิงปริมาณ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อการจัดการความเครียด ปัญหาและอุปสรรค รวมถึงแนวทางการแก้ไขปัญหาและอุปสรรคในการจัดการความเครียดของข้าราชการในกรมสรรพสามิต กระทรวงการคลัง ภายใต้สถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) กลุ่มตัวอย่างคือ ข้าราชการสังกัดกรมสรรพสามิต กระทรวงการคลัง จำนวน 250 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามและใช้วิธีการสุ่มตัวอย่างอย่างง่าย วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ร้อยละ ค่าความถี่ ค่าเบี่ยงเบนมาตรฐาน Independent-samples t test และ One-way ANOVA ผลการวิจัยพบว่า 1) ปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ ระดับการศึกษา และประสบการณ์ในการรับราชการที่แตกต่างกัน ส่งผลต่อการจัดการความเครียดของข้าราชการไม่แตกต่างกัน โดยมีค่านัยสำคัญทางสถิติ Sig. เท่ากับ .999 .774 .092 และ .209 ตามลำดับ ซึ่งมากกว่าค่านัยสำคัญทางสถิติที่ระดับ .05 จึงไม่เป็นไปตามสมมติฐานที่กำหนดไว้ 2) ปัจจัยที่เกี่ยวกับงานและปัจจัยที่เกี่ยวกับสภาพแวดล้อมโดยรวม ไม่ส่งผลต่อการจัดการความเครียดของข้าราชการ โดยมีค่านัยสำคัญทางสถิติ Sig. เท่ากับ .439 และ .254 ตามลำดับ ซึ่งมากกว่าค่านัยสำคัญทางสถิติที่ระดับ .05 จึงไม่เป็นไปตามสมมติฐานที่กำหนดไว้ ส่วนปัจจัยที่มีผลจากการใช้ชีวิตแบบ New Normal ส่งผลต่อการจัดการความเครียดของข้าราชการ โดยมีค่านัยสำคัญทางสถิติ Sig. เท่ากับ .006 ซึ่งน้อยกว่าค่านัยสำคัญทางสถิติที่ระดับ .05 จึงเป็นตามสมมติฐานที่กำหนดไว้ 3) กลุ่มตัวอย่างมีความคิดเห็นต่อปัจจัยที่เกี่ยวกับงาน ปัจจัยที่เกี่ยวกับสภาพแวดล้อม และปัจจัยที่มีผลจากการใช้ชีวิตแบบ New Normal โดยรวมอยู่ในระดับปานกลาง (= 2.59, S.D. = .789) (= 2.83, S.D. = 1.003) และ (= 2.71, S.D. = .911) ตามลำดับ ซึ่งเป็นไปตามสมมติฐานที่กำหนดไว้ 4) ปัญหาและอุปสรรคในการจัดการความเครียด ได้แก่ ขาดอิสระและแรงจูงใจในการปฏิบัติงาน ปัญหาการสื่อสาร ความไม่สมดุลระหว่างชีวิตทำงานและชีวิตส่วนตัว ปัญหาการปรับตัวให้เข้ากับสถานการณ์การแพร่ระบาด และ 5) แนวทางการแก้ไข ได้แก่ ยึดมาตรการในการป้องกันโรคอย่างเคร่งครัด ส่งเสริมความสัมพันธ์ในองค์การ เปิดโอกาสให้แสดงความคิดเห็น และเน้นการมีคุณภาพชีวิตในการทำงานที่ดี Abstract             The objectives of this quantitative research were to study factors affecting stress management, problems and obstacles including solutions for managing stress of civil servants under the epidemic situation of coronavirus disease 2019 (COVID-19). This research study only the Excise Department, Ministry of Finance. The questionnaire was used as a tool for collecting data from the sample of 250 civil servants selected by a simple random sampling method. Both descriptive and inferential statistics were used to analyze the data. The results of the research were as follows : 1) There was not statistically significant at the 0.05 level in 2 hypotheses, means that the group means of stress management between two or more groups devided by personal factors and factors related to work and environment are not different. 2) There was statistically significant at the 0.05 level in 1 hypothesis, means that the group means of stress management between two or more groups devided by factors resulting from the new normal lifestyle are different. 3) The sample’s opinion concerning overall work and environmental factors including factors resulting from the new normal lifestyle were moderate level.       4) Problems and obstacles in stress management include a lack of independent, motivation to perform, communication, imbalance between work life and personal life, and adapting to the epidemic situation.         5) Solutions include strictly adhering to disease prevention measures, fostering relationships in the organization, providing opportunities for opinions, and emphasizing the quality of work life. %U http://ojs.ru.ac.th/index.php/MPA/article/view?path= %J Ramkhamhaeng Journal of Public Administration %0 Journal Article %& 251 %P 30 %V 5 %N 1 %@ 2630-0133 %8 2022-03-23 %7 2022-04-15
