Abstract

บทคัดย่อ


มีข้อถกเถียงกันมากมายในเรื่องความชอบธรรมทางการเมือง ทั้งข้อถกเถียงเชิงจริยศาสตร์ และข้ออ้างที่นักการเมืองหยิบยกมาเพื่อลดทอนความน่าเชื่อถือของฝ่ายตรงข้าม เช่นข้ออ้างของฝ่ายค้านที่ว่ารัฐบาลขาดความชอบธรรมที่จะอยู่ในอำนาจแล้ว เป็นต้น ความชอบธรรมทางการเมืองคืออะไรจึงเป็นคำถามที่น่าสนใจยิ่ง อาจสรุปได้ว่า ความชอบธรรมทางการเมืองคือความเชื่อในความถูกต้องของรัฐในสิทธิอำนาจที่จะสั่งการใดๆ โดยที่คำสั่งนั้นประชาชนจะเชื่อฟังปฏิบัติตามไม่ใช่เป็นเพราะความกลัวหรือเพราะตัวเองได้ประโยชน์ แต่เป็นเพราะประชาชนเชื่อว่าคำสั่งนั้นมีสิทธิอำนาจในทางศีลธรรม ประชาชนเชื่อว่าพวกเขาควรจะเชื่อฟังปฏิบัติตามคำสั่งนั้น  เป็นเรื่องของการที่ประชาชนตระหนักและให้การยอมรับในการบังคับใช้กฎหมายข้อบังคับของระบบการเมือง รวมทั้งการตัดสินใจของผู้ปกครองด้วย                                                                                                               ความชอบธรรมทางการเมืองนั้น ผู้ปกครอง หรือ รัฐบาลได้มาอย่างไร อะไรคือปัจจัยที่ทำให้ประชาชนให้การยอมรับสนับสนุนผู้ปกครองหรือรัฐบาล อาจสรุปได้ว่า ประการแรก คือ การยอมรับในที่มาของสิทธิอำนาจของผู้ปกครองเอง และประการที่สอง ประสิทธิผลของการบริหารงานของรัฐบาล ฉะนั้น รัฐบาลแม้จะมาจากการเลือกตั้งของประชาชน ได้รับเสียงข้างมากอย่างท้วมท้น แต่เมื่อเข้ารับตำแหน่งแล้ว ไม่สามารถแก้ไขเยียวยาปัญหา ไม่สามารถสนองตอบต่อความต้องการหรือแก้ไขความทุกข์ยากของประชาชนได้ ประชาชนก็อาจเสื่อมศรัทธา นำไปสู่วิกฤตการณ์ความชอบธรรม การไร้เสถียรภาพของรัฐบาลก็จะตามมา


Abstract


         There are intellectual discussions concerning the meaning of political legitimacy, ethically and verbally as politicians used as a tool to discredit their opponents. As they claimed that the government had illegitimated no more to rule the country. Then, what is political legitimacy, is undoubtedly an interesting question. In conclusion, it is the beliefs of the people that the state is legitimate to place commands and their obedience does not derive from fearfulness or self interests, but from the beliefs that the state has moral rights to do so. It is the matter of people’s realization and acceptance of laws enforcement and ruler’s decisions.                                   Where does the legitimacy derive from? What factors cause those people to support those rulers or governments?  Firstly, it is the acceptance of the authority of the ruler, and secondly, the effectiveness of the government. Thus, a government which were elected by majority of voters but could not solve various problems occurred would easily lead to mass displeasures. Consequently, political instability would take place.
