การวิจัยนี้ใช้วิธีวิจัยเอกสารและวิจัยสนาม  โดยมีวัตถุประสงค์เพื่อศึกษาการนำนโยบายโครงการตำรวจชุมชนสัมพันธ์มาปฏิบัติของสถานีตำรวจภูธรควนโดน อำเภอควนโดน จังหวัดสตูล ผลการวิจัยพบว่า ตำรวจชุมชนสัมพันธ์เป็นการนำเอาหลักปรัชญาที่ว่า“ตำรวจ คือ ประชาชน และประชาชน คือ ตำรวจ” มาใช้ปฏิบัติ เพื่อให้ตำรวจมีปฏิสัมพันธ์อันดีกับชุมชนตลอดจนร่วมมือกันในการแก้ไขปัญหาของชุมชน ปัญหาและอุปสรรคของการนำนโยบายโครงการตำรวจชุมชนสัมพันธ์มาปฏิบัติของสถานีตำรวจภูธรควนโดน ประกอบด้วย

            1) สถานีตำรวจภูธรควนโดนอยู่ในพื้นที่ที่มีการก่อการร้าย ทำให้ประชาชนไม่กล้าให้ความร่วมมือกับตำรวจ เนื่องจากเกรงกลัวว่าจะเกิดเหตุร้ายกับตนเอง

            2) บุคลากรไม่เพียงพอและขาดความรู้ความเข้าใจในการดำเนินงานตามนโยบายโครงการตำรวจชุมชนสัมพันธ์

            3) งบประมาณไม่เพียงพอ

Abstract

            A combination of documentary and field research methods was applied in conducting this research. The research’s purpose was to study the implementation of police-community relations policy. Khuan Don Police Station, Khuan Don district, Satun province, was selected as a case study. The research found that the police-community relations policy is to bring the philosophy of “the police are the people and the people are the police” into action to make a good relationship and collaboration between police and people in community problem solving. The policy implementation’s problems and obstacles of Khuan Don Police Station were as follows;

• Khuan Don Police Station has been in terrorist areas. People did not dare to cooperate with the police because they feared that it would be self-destructive.


• Inadequate staff and lack of understanding of the police-community relations policy implementation.


• Inadequate budget.
