การปรับใช้นวัตกรรมเพื่อเพิ่มประสิทธิภาพขององค์กร : กรณีศึกษา กองควบคุมอาคาร สำนักการโยธา กรุงเทพมหานคร (Implementing Innovation to Enhance Organization Performance: A Case Study of Building Control Division, Bangkok Civil Affairs Office)

Abstract

บทคัดย่อ         

            การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการขออนุญาตก่อสร้างอาคารในเขตกรุงเทพมหานคร ปัญหาและอุปสรรคที่เกี่ยวข้องกับการยื่นขออนุญาตก่อสร้างอาคาร แนวทางการแก้ไขปัญหาและอุปสรรคของการยื่นขออนุญาตก่อสร้างอาคาร ตลอดจนแนวคิดในการเปลี่ยนแปลงการยื่นขออนุญาตก่อสร้างอาคารแบบอิเล็กทรอนิกส์ เพื่อเพิ่มประสิทธิภาพมากยิ่งขึ้น ใช้วิธีวิจัยเอกสารและวิจัยสนาม เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้าง กลุ่มตัวอย่างบุคลากร กองควบคุมอาคาร และประชาชนผู้มาติดต่อราชการ จำนวน 11 คน ผลการศึกษาพบว่า ปัญหาและอุปสรรค และข้อเสนอแนะการให้บริการ คือ ผู้มาติดต่อขออนุญาตขาดความรู้ ความเข้าใจเกี่ยวกับข้อกฎหมายการควบคุมอาคาร ขั้นตอนการพิจารณารับเรื่อง มีการความยุ่งยากและซับซ้อน ควรต้องมีการประชาสัมพันธ์ข้อมูล และแนะนำให้ผู้ประกอบการควรตรวจสอบแนวเขตที่ดินจากกรมที่ดินให้ถูกต้องชัดเจนก่อน รวมทั้งควรปรับเปลี่ยนการยื่นขออนุญาตก่อสร้างอาคารเป็นแบบอิเล็กทรอนิกส์ ซึ่งจะช่วยให้ประชาชนเกิดความสะดวกรวดเร็วในการยื่นเอกสาร โดยไม่ต้องเดินทาง ประหยัดทั้งค่าใช้จ่ายและเวลาในการเดินทางด้วย ทั้งยัง สามารถลดขั้นตอนในการขออนุญาต  ลดค่าใช้จ่าย ลดเอกสารและพื้นที่ในการจัดเก็บ สามารถค้นหาง่าย ตรวจสอบได้รวดเร็ว และตอบสนองนโยบายรัฐบาล 4.0 อีกด้วย

 Abstract

            This research aims to study the application process for building permission in Bangkok. Problems and obstacles associated with applying for a building permit, solutions to problems and the concept of changing the application for electronic building permits are taken into account. Employing both documentary research and field research and also data were collected by structured interview. Population of the research was 11 people both from Building Control Division and people who came to contact the office. The findings of the research were that: those people had problems of knowledge concerning the law of building control. Procedure for consideration was complicated. People should be more informed and recommended that they should check their land titles from the Department of Land before coming to the office. Also, the building permit application should be changed to electronic one. This will allow people to quickly file documents without travelling to the Office. It can also reduce the process of applying for permits, reducing costs, reducing paperwork and storage space, easy to find and quick check from computer. And also it is synchronous to the government policy 4.0.
