การปฏิรูปกระบวนการทำงานด้วยเทคโนโลยีดิจิทัล (Reformation of work process using digital technology)

บทคัดย่อ

            การวิจัยนี้มีวัตถุประสงค์หลักเพื่อศึกษาการปฏิรูปกระบวนการทำงานด้วยเทคโนโลยีดิจิทัลของสำนักงานปลัดกระทรวง การพัฒนาสังคมและความมั่นคงของมนุษย์ ใช้วิธีวิจัยเอกสารและวิจัยสนาม เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้างจากผู้ให้ข้อมูลสำคัญ จำนวน 11 คน ซึ่งถูกเลือกโดยวิธีสุ่มตัวอย่างแบบเจาะจง ผลการศึกษาพบว่า การปฏิรูปกระบวนการทำงานด้วยเทคโนโลยีดิจิทัลของสำนักงานปลัดกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ มุ่งเน้นให้เกิดการเพิ่มประสิทธิภาพในกระบวนการทำงาน ลดขั้นตอนและระยะเวลาในการปฏิบัติงาน สามารถทำให้ทำงานร่วมกันได้ทุกที่ทุกเวลาผ่านเครือข่ายอินเทอร์เน็ต และอำนวยความสะดวกในงานบริการ พบปัญหา/อุปสรรคในการปฏิรูปกระบวนการทำงานด้วยเทคโนโลยีดิจิทัลของสำนักงานปลัดกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ 4 ด้าน คือ 1) ด้านการพัฒนาระบบ 2) ด้านนโยบายและกฎ ระเบียบ 3) ด้านบุคลากร และ 4) ด้านกระบวนการทำงาน

Abstract

            The main purpose of this research was to study the reformation of work process using digital technology. The Office of the Permanent Secretary, Ministry of Social Development and Human Security was selected as a case study. Documentary and field research methods were employed in conducting the research. A structured interview was used as a tool for data collection from 11 key informants selected by purposive sampling. The research found that the focus of using digital technology to reform work process of the Office of the Permanent Secretary, Ministry of Social Development and Human Security were to increase work efficiency, to reduce steps and time in work, to make everyone can work together anytime, anywhere via internet network, and to facilitate the service. There were 4 obstacles in the work process reform using digital technology : 1) system development 2) policies and regulations 3) personnel  and 4) work process.
