การมีส่วนร่วมของประชาชนในการนำนโยบายไทยนิยมยั่งยืนไปปฏิบัติ: กรณีศึกษา อำเภอหนองกี่ จังหวัดบุรีรัมย์ (Public Participation in Implementing Thai Niyom Yangyuen Policy: A Case study of Nong Ki District, Buriram Province)

            การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของประชาชนในการนำนโยบายไทยนิยมยั่งยืนไปปฏิบัติ โดยศึกษาการมีส่วนร่วมการดำเนินนโยบาย ปัญหาอุปสรรคเกี่ยวกับการมีส่วนร่วม และข้อเสนอแนะในการนำนโยบายไปปฏิบัติ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีวิจัยเอกสารและวิจัยสนาม ในส่วนการวิจัยสนามจะเก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้างจากผู้ให้ข้อมูลสำคัญจำนวน 10 คน ได้แก่ หัวหน้าทีมคณะกรรมการขับเคลื่อนการพัฒนาประเทศตามโครงการไทยนิยม ยั่งยืน ระดับตำบล จำนวน 5 คน และประชาชนที่เข้าร่วมโครงการไทยนิยม ยั่งยืน จำนวน 5 คน ผลการวิจัยพบว่า ประชาชนเข้ามามีส่วนร่วมในการนำเสนอปัญหาความต้องการ วิเคราะห์ปัญหา ร่วมคิดร่วมแสดงความคิดเห็น  ดำเนินการ ประสานความร่วมมือ เพื่อให้บรรลุตามความต้องการที่แท้จริงของประชาชน รวมทั้งร่วมรับรู้รับฟังข้อมูลข่าวสาร ตั้งแต่เวทีที่ 1 ถึงเวทีที่ 4 ทั้งนี้เพื่อรักษาสิทธิ หรือผลประโยชน์ของตนเองที่จะได้รับจากโครงการไทยนิยม ยั่งยืน เช่น เรื่อง บัตรสวัสดิการแห่งรัฐ เป็นต้น

Abstract

            The objective of this research is to study the participation of people in implementing sustainable policy, i.e. Thai Niyom Yangyeun Policy, by studying public participation in policy implementation, problems related to participation and recommendations for implementing policies. This research is a qualitative one which data were collected by structured interviews from 10 key informants, namely, five team leaders of the National Development Committee under the popular Thai Sustainable Development Project at the district level and another five people who participated in the Thai Niyom Yangyeun Policy. The research found that people come to participate in presenting needs and problems, analyzing problems, joint thinking, sharing opinions and conducting cooperation in order to achieve their needs. They also participated in sharing and receiving information performed by the policy leaders at the 4 – stage forum. People perceive that in order to maintain their rights and benefits derived from the Thai Niyom Yangyeun projects, such as government welfare cards, thus, they should participate in the project.
