ใครควรจะเป็นผู้ปกครอง (Who Should Govern)

บทคัดย่อ

            บทความนี้เป็นการสำรวจความพยายามที่จะแสวงหาคำตอบต่อคำถามที่ว่า “ใครควรจะเป็นผู้ปกครอง” มีมาโดยตลอดตั้งแต่โบราณกาล และคำตอบที่นักคิดนักทฤษฎีในแต่ละยุคให้มาก็แตกต่างกันไปไม่มากก็น้อย ทั้งนี้ คำตอบของนักคิดแต่ละคนจะมาจากฐานของความเชื่อในเรื่องธรรมชาติของมนุษย์ที่แตกต่างกันไป บางคนเชื่อว่ามนุษย์โดยธรรมชาติเกิดมาพร้อมกับเห็นแก่ตัว โดยพยายามแสวงหาประโยชน์เพื่อสนองตอบต่อความต้องการส่วนตน นักคิดในกลุ่มนี้จึงมีความเห็นว่ารูปแบบของการปกครองที่ดีจึงควรปกครองโดยกฎหมาย บางคนเชื่อว่ามนุษย์เกิดมาบริสุทธิ์ มีเสรีภาพ มีความเท่าเทียมกัน แต่เมื่อคนรวมกันอยู่ด้วยกันมากๆ เกิดทรัพย์สินส่วนตัวขึ้น ความไม่เท่าเทียมกันจึงเกิดขึ้น  มนุษย์มีการเรียนรู้มากขึ้นอันจะนำมาซึ่งการเปรียบเทียบกับผู้อื่น จึงเป็นมูลเหตุให้เกิดการทะเลาะเบาะแว้ง สภาพของสังคมที่สันติสุขอย่างเก่าก่อนก็จะถูกทำลายลง เพื่อที่จะแก้ไขข้อบกพร่องที่เกิดขึ้นจากสภาวะธรรมชาติ เพื่อรักษาชีวิตและทรัพย์สินของมนุษย์ นักคิดในกลุ่มนี้จึงเสนอรูปแบบการปกครองที่มีการทำ “สัญญาประชาคม” สร้างสังคมการเมืองใหม่ มอบอำนาจให้องค์อธิปัตย์ทำหน้าที่แทนเจตจำนงทั่วไปของประชาชน  นักคิดบางคนเชื่อว่า ผู้ที่ควรจะเป็นผู้ปกครองคือ “ผู้ที่ได้รับการยอมรับจากประชาชน” ในยุคโบราณอาจจะเป็นจักรพรรดิหรือพระมหากษัตริย์  ในยุคของการต่อสู้ดิ้นรนเพื่อสร้างรัฐชาติ    อาจจะเป็นผู้นำที่มีบารมีที่มีบุคลิกน่าเชื่อถือ ในยุคใหม่ อาจเป็นผู้ที่ได้รับการเลือกตั้งตามแนวทางของระบอบประชาธิปไตย เป็นต้น ส่วนผู้ปกครองของสังคมการเมืองไทยตั้งแต่สุโขทัย อยุธยา ธนบุรี รัตนโกสินทร์นั้นต่างก็มาจากการยอมรับของประชาชน บารมี และเจตนารมณ์ทั่วไปของประชาชน แล้วแต่สภาวะแวดล้อมในขณะนั้นจะเป็นเช่นไร

 Abstract

            The efforts to seek answers to the question "Who should be a ruler" has always existed since ancient times. And the answers that the thinkers, theorists, in each era provided vary considerably from time to time. Some theorists believe that humans, in nature, are born with selfishness. They try to seek benefits in response to personal needs. Thinkers in this group, therefore considered that good form of government should be governed by law. Some theorists believe that human beings are born pure, free, and are equal. But when people gather together, personal property exist. Therefore, inequality occurs. Learning leads human to a sense of comparisons which lead to  causes of fighting with each others. The condition of peaceful society will be destroyed. In order to correct the shortcomings, arising from natural conditions, in order to preserve human life and property, thinkers in this group therefore proposed the form of government derive from "Social contract". This will create a new political society authorize the “Sovereign” to act as a substitute for the general will of the people. Some thinkers believe that those who should govern are "those who have been accepted by the people". In ancient times, they may be emperors or kings. In the era of struggle to create a national state, they may be a leader with charisma that has a credible personality. In the new era, they may be elected according to the democratic principle, etc.
