การพัฒนาทรัพยากรมนุษย์ให้บรรลุเป้าหมายของยุทธศาสตร์ชาติ (Human resource development to achieve the goals of the National Strategy)

บทคัดย่อ

            ยุทธศาสตร์ชาติ (พ.ศ. 2561-2580) เป็นยุทธศาสตร์ชาติฉบับแรกของประเทศไทย รัฐเป็นผู้จัดทำขึ้นตามบทบัญญัติในมาตรา 65 ของรัฐธรรมนูญแห่งราชอาณาจักรไทย พ.ศ. 2560 และพระราชบัญญัติการจัดทำยุทธศาสตร์ชาติ พ.ศ. 2560 ยุทธศาสตร์ชาติเป็นเป้าหมายการพัฒนาประเทศอย่างยั่งยืน ตามหลักธรรมาภิบาล ซึ่งจะต้องถูกนำไปปฏิบัติเพื่อให้บรรลุวิสัยทัศน์ของประเทศ คือ “ประเทศไทยมีความมั่นคง มั่งคั่ง ยั่งยืน เป็นประเทศที่พัฒนาแล้ว ด้วยการพัฒนาตามหลักปรัชญาของเศรษฐกิจพอเพียง” บทความนี้มุ่งเน้นศึกษาเฉพาะประเด็นที่ว่า จะพัฒนาทรัพยากรมนุษย์อย่างไร ให้บรรลุเป้าหมายของยุทธศาสตร์ชาติด้านการพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ ซึ่งเป็นหนึ่งในหกของยุทธศาสตร์ชาติด้านต่างๆ ผลการศึกษาพบว่า เป้าหมายการพัฒนาที่สำคัญของยุทธศาสตร์ชาติด้านการพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ คือ เพื่อพัฒนาคนในทุกมิติและในทุกช่วงวัยให้เป็นคนดี เก่ง และมีคุณภาพ ยุทธศาสตร์ชาติด้านนี้มีแนวทางการพัฒนา 7 ประการ ดังนี้ 1) การปรับเปลี่ยนค่านิยมและวัฒนธรรม 2) การพัฒนาศักยภาพคนตลอดช่วงชีวิต 3) ปฏิรูปกระบวนการเรียนรู้ที่ตอบสนองต่อการเปลี่ยนแปลงในศตวรรษที่ 21 4) การตระหนักถึงพหุปัญญาของมนุษย์ที่หลากหลาย 5) การเสริมสร้างให้คนไทยมีสุขภาวะที่ดี ครอบคลุมทั้งด้านกาย ใจ สติปัญญา และสังคม 6) การสร้างสภาพแวดล้อมที่เอื้อต่อการพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ 7) การเสริมสร้างศักยภาพการกีฬาในการสร้างคุณค่าทางสังคมและพัฒนาประเทศ

Abstract 

The National Strategy (2561-2580 BE) is the first national strategy of Thailand established by the state according to Section 65 of the Constitution of the Kingdom of Thailand 2560 BE and the National Strategy Act 2560 BE. It is provided as the sustainable national development goal with the principle of good governance. It must be implemented to achieve the country vision of “Thailand is stable, prosperous, sustainable, as a developed country with developing according to the philosophy of sufficiency economy.” This article focuses on how to develop human resources to achieve the goals of the national strategy for development and potential strengthening of human resources, which is one of the six various aspects of the National Strategy. The study found that the central goal of this strategy is to develop Thai people of all ages in all dimensions to become good, skillful, and quality. This strategy has 7 development guidlines as follow; 1) modification of values and culture 2) development of human potential throughout life 3) reform the learning process that responds to changes in the 21^st century 4) realizing the diversity of human intelligence 5) strengthening Thai people with good health, covering physical, mental, intellectual and social 6) creating an environment that is conductive to the development and enhancing human resources capacity 7) strengthening sports capacity in creating social value and national development.
