การบริหารจัดการขยะมูลฝอย (Waste management)

กรณีศึกษา เทศบาลเมืองนราธิวาส (A case study of Mueng Narathiwat Municipality)

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาวิธีการจัดการขยะมูลฝอยของเทศบาลเมืองนราธิวาส สภาพปัญหาและอุปสรรคที่เกิดขึ้นในการดำเนินงาน และแนวทางในการแก้ปัญหาอุปสรรคในการบริหารจัดการขยะมูลฝอย ตลอดจนศึกษาหาแนวทางในการพัฒนาการบริหารจัดการขยะมูลฝอยของเทศบาลเมืองนราธิวาสต่อไป โดยใช้วิธีวิจัยเอกสารและวิจัยสนาม การวิจัยเอกสารผู้วิจัยได้ศึกษาแนวคิดทฤษฎีเกี่ยวกับแนวทางการบริการจัดการขยะมูลฝอยจากผลการศึกษาหนังสือ วรรณกรรม วิทยานิพนธ์ ตำราทางวิชาการ เอกสารของส่วนราชการที่เกี่ยวข้อง ในส่วนของการวิจัยสนาม ได้เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครสร้าง โดยทำการสุ่มตัวอย่างแบบเจาะจง จากผู้ให้ข้อมูลสำคัญ จำนวน 6 คนที่เป็นบุคลากร เจ้าหน้าที่ผู้รับผิดชอบเกี่ยวกับการจัดการขยะมูลฝอยของเทศบาลเมืองนราธิวาส จำนวน 3 คน และหัวหน้าชุมชน 3 ชุมชนในเขตพื้นที่เทศบาลเมืองนราธิวาส ผลการวิจัยพบว่าเทศบาลเมืองนราธิวาส มีการกำหนดนโยบายการจัดการขยะมูลฝอยที่สอดคล้องกับแผนแม่บทการบริหารจัดการขยะมูลฝอยของประเทศ (พ.ศ. 2559 – 2564) โดยมีกรอบแนวคิดหลัก คือ มุ่งเน้นการลดการเกิดขยะมูลฝอย ณ แหล่งกำเนิด การนำของเสียกลับมาใช้ซ้ำและใช้ประโยชน์ใหม่ตามหลักการ 3Rs การกำจัดขยะมูลฝอยแบบศูนย์รวม และการมีส่วนร่วมของทุกภาคส่วน ดังนั้นเทศบาลจึงควรดำเนินการตามนโยบายอย่างจริงจังและประกาศนโยบายให้ประชาชนทราบ เพื่อให้เกิดเป้าหมายและเกิดการมีส่วนร่วมกันในการดำเนินการจัดการขยะมูลฝอยชุมชนให้สำเร็จลุล่วง และเกิดประสิทธิภาพตามที่กำหนดไว้

Abstract                                                                                                                                              

This research is aimed to study waste management methods of Narathiwat Municipality, it’s conditions and obstacles that occurred in the operation. Also it tempted to study guidelines for solving problems as well as  various ways to improve the  waste management of Narathiwat Municipality. By using both documentary and field research as tools. Theories concerning guidelines for waste management were to be explored from review of literature, theses and academic papers.  In the field research data collected by constructed interviews of 6 key informants who are personnel and staffs who responsible for the waste management of Narathiwat Municipality and community leaders in the Narathiwat Municipality area. The results showed that Narathiwat Municipality’s waste management policy is established in accordance with the country's  waste management master plan (2016 - 2021), with the main framework of which focuses on reducing of waste at the original source. Recycle and reuse in accordance with the 3Rs principle of waste disposal were initiated and participated by all sectors. Therefore, the municipality should follow the policy seriously and announce the policy to the public in order to achieve the goal and contribute to the completion and efficiency of the policy.
