การทุจริตการเลือกตั้งในเทศบาลตำบล จังหวัดสุราษฎร์ธานี (Election Fraud in Municipal Districts, Suratthani Province)

บทคัดย่อ

            งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยวิเคราะห์ข้อมูลที่ได้จากการสัมภาษณ์ผู้ให้ข้อมูลหลัก เช่น ปลัดเทศบาลตำบล ในฐานะผู้อำนวยการการเลือกตั้งประจำเทศบาลตำบล นายกเทศมนตรีตำบล สมาชิกสภาเทศบาลตำบล และผู้อำนวยการการเลือกตั้งประจำจังหวัดสุราษฎร์ธานี วัตถุประสงค์ในการศึกษาครั้งนี้คือการค้นหาปัญหา รูปแบบ สาเหตุและแนวทางในการป้องกันและแก้ไขการทุจริตการเลือกตั้งสมาชิกสภาเทศบาลตำบลและนายกเทศมนตรีตำบล  ผลการวิจัยพบว่า พบว่า การทุจริตในการเลือกตั้ง ได้แก่ การหลอกลวงให้เข้าใจผิด การซื้อเสียง การสัญญาว่าจะให้ประโยชน์ การย้ายคนเข้ามาในเขตเลือกตั้ง การใช้ระบบอุปถัมภ์ เพื่อเป็นการป้องกันและแก้ไขในระยะยาว การศึกษาครั้งนี้เสนอแนะให้มีมาตรการที่จะสร้างจิตสำนึกของประชาชนเกี่ยวกับสิทธิในการเลือกตั้งและกิจกรรมต่างๆที่จะเสริมสร้างความเข้าใจเกี่ยวกับการเลือกตั้งท้องถิ่นและผลเสียของการทุจริตในการเลือกตั้งแบบต่างๆ

Abstract

This research employed a qualitative methodology which collected data form documents and interviews key informants: sub-district municipality clerks, as the directors of the election of sub-district municipalities, mayors of sub-district municipalities, members of the sub-district municipality councils and Surat Thani Provincial Election Commissioner. The objectives of the study were to find problems, forms, causes and ways to prevent and solve the corruption problems in the election of members of the sub-district municipalities. The result of finding shows that the election frauds are misleading, vote buying, bribery, moving in the people to the constituency and using the patronage system. For the long term prevention and remedy, it is recommended that there must be a measure to establish public awareness of their rights of voting, and different kinds of activities to enhance understanding about local elections as well as the defects of various election frauds.
