การใช้ความรุนแรงทางการเมือง (Political Violence)

บทคัดย่อ

บทความนี้มีวัตถุประสงค์เพื่อนำเสนอแนวคิดว่าด้วยการใช้กำลังรุนแรงทางการเมืองของ Robert Paul Wolff ที่ได้ตั้งสมมุติฐานแรกเริ่มไว้ว่าทั้งอำนาจรัฐและความเป็นตัวของตัวเองของบุคคลต่างก็เป็นสิ่งที่มีค่ายิ่ง  แต่เนื่องมาจากไม่สามารถหาข้ออ้างที่จะมาสนับสนุนอำนาจรัฐที่มีเหตุมีผลเพียงพอ หรือเท่าเทียมกับสิ่งที่มาสนับสนุนความเป็นตัวของตัวเอง ซึ่ง Wolff อ้างว่าเป็นศักดิ์ศรีของความเป็นมนุษย์  ดังนั้น ถ้าเกิดความขัดแย้งหรือเกิดการเผชิญกันในระหว่างทั้งสองสิ่งนี้ คนเราจึงควรเลือกเอาความเป็นตัวของตัวเองก่อน ตามทัศนะของ Wolff นั้น เขาเชื่อว่ารัฐไม่มีสิทธิ์ใดๆ ที่จะออกคำสั่งมาบังคับให้ใครๆ ต้องเชื่อฟังปฏิบัติตาม และประชาชนก็ไม่มีพันธกรณีใดที่จะต้องเชื่อฟังรัฐด้วย   นั่นคือ  Wolff เชื่อมั่นว่าประเด็นหลักและสำคัญยิ่งที่ทำให้คนเป็นคนอย่างแท้จริงคือ ความเป็นตัวของตัวเอง หรือ ความเป็นอิสระ นั่นเอง   คนจึงมีหน้าที่ที่จะกำหนดชะตาชีวิตของตนเอง  และต้องรับผิดชอบต่อการกระทำของเขาด้วย  คำว่า ความเป็นอิสระ (Autonomy) ในที่นี้ ตรงกันข้ามกับคำว่า การเชื่อฟังปฏิบัติตาม (Obedience) ซึ่งหมายถึงการอยู่ใต้เจตนารมณ์ของผู้อื่นโดยไม่คำนึงถึงเหตุผล Wolff ให้นิยามการใช้กำลังรุนแรงว่าเป็นการใช้กำลังโดยปราศจากสิทธิอำนาจหรืออำนาจอันชอบธรรมเพื่อที่จะสร้างผลกระทบต่อข้อวินิจฉัยและเป็นการกระทำที่ตรงข้ามกับเจตนารมณ์ หรือความต้องการของบุคคลอื่น ดังนั้น จึงไม่มีรัฐใดที่มีอำนาจอันชอบธรรมในการใช้กำลังรุนแรง หรือข่มขู่ให้ประชาชนต้องเชื่อฟังปฏิบัติตามคำสั่ง

Abstract

              The purpose of this article is to present the idea of political violence of Robert Paul Wolff, who initially hypothesized that both state power and autonomy are of great value. But because he was unable to find an excuse to support the rational authority, or equal to those that support autonomy, Wolf claims to be human dignity, so if there is a conflict or a confrontation between them, we should choose autonomy. According to Wolff's view, he believes that the state does not have any rights to issue orders to force anyone to obey. And the people have no obligation to obey the state, as well. Wolf is convinced that the main and very important issue concerning human dignity is autonomy. Men own their responsibilities to determine their own destiny. Also they are responsible for their consequences. Obedience, in contrast to autonomy, means being under the will of others without reason. Wolf defines violence as the exercise of power without legitimate power or authority in order to affect the decision which is the opposite of intention or the needs of others. Therefore, no state has a legitimate power to use violence or intimidate the public to obey the orders.
