บทคัดย่อ

บทความนี้มีวัตถุประสงค์เพื่อนำเสนอแนวคิดการจัดการภาครัฐแนวใหม่เป็นการเปลี่ยนแปลงการปฏิบัติงานภาครัฐไปสู่การจัดการมุ่งเน้นผลสัมฤทธิ์เป็นเป้าหมายหลัก เพื่อผลประโยชน์สาธารณะของประชาชนเป็นจุดมุ่งหมายสูงสุด โดยใช้วิธีการจัดการจัดการองค์กร เช่น ปรับบทบาท ภารกิจการมุ่งเน้นผลงาน เพื่อความคล่องตัวในการปฏิบัติงานขององค์กร จากนั้นจึงใช้หลักการจัดการแบบเอกชนที่มุ่งเน้นลูกค้า คุณภาพการบริการ และเพิ่มผลผลิต เพื่อยกระดับผลการปฏิบัติงานขององค์กรให้สูงขึ้น และ สุดท้ายใช้หลักการแข่งขัน เพื่อไม่ให้องค์กรอยู่กับที่ มีการพัฒนาอย่างต่อเนื่องโดยมีเป้าหมายพัฒนาองค์กรให้เป็นองค์กรที่มีผลสัมฤทธิ์สูง การจัดการภาครัฐแนวใหม่ จึงประกอบด้วย การสร้างการบริการที่มีคุณภาพแก่ประชาชน การสนับสนุนการพัฒนาบุคลากร การให้ความสำคัญกับผลการปฏิบัติงาน การปรับเปลี่ยนกระบวนการและวิธีการทำงาน การปรับเปลี่ยนวัฒนธรรมทางการทำงาน และการเสริมสร้างวินัยการใช้จ่ายงบประมาณ

Abstract

This article aims to present new public management concepts as a change of government operations to focus on achievement which is the main target, for public benefit. The highest aim of implementing organization management methods such as a role-oriented, mission-oriented workplace, agility in organization operations, implementing private sector management principles focused on customer service and increase productivity to increase organizational performance will be explored. Eventually, implementing competition principles to keep an organization from continuing to improve organization development aims. In conclusion, new public management consists of creating quality service to the public, supporting personnel development, focus on performance process, modifications and working methods, changing working culture and enhancing budget spending discipline.
