บทคัดย่อ                                                                                              การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อจำแนกผลผลิต และผลลัพธ์ ของการนำนโยบายที่อยู่อาศัยของผู้มีรายได้น้อยไปปฏิบัติ: กรณีศึกษา กรมธนารักษ์ และการเคหะแห่งชาติ และเพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการนำนโยบายไปปฏิบัติ พร้อมด้วยการศึกษาปัญหาอุปสรรค โดยการวิจัยนี้เป็นการวิจัยเชิงคุณภาพโดยการเก็บรวบรวมข้อมูลปฐมภูมิ จากผู้ให้ข้อมูลสำคัญ 37 ราย และข้อมูลทุติยภูมิ จากข้อมูลเชิงเอกสารและข้อมูลที่เผยแพร่ผ่านระบบอินเทอร์เน็ต ซึ่งผลการวิจัย พบว่า (1) กฎ ระเบียบ และข้อบังคับ มีบทบาทสำคัญในกระบวนการนำนโยบายไปปฏิบัติ (2) กรณีศึกษาทั้งสองกรณีไม่บรรลุวัตถุประสงค์ของการนำนโยบายที่อยู่อาศัยสำหรับผู้มีรายได้น้อยไปปฏิบัติในประเด็นที่เกี่ยวกับผลลัพธ์ที่ได้ เนื่องจากมีจำนวนผู้มีรายได้น้อยเข้าถึงโครงการได้น้อยราย และ (3) ปัญหาอุปสรรคหลักของการนำนโยบายไปปฏิบัติ คือ ความสามารถในการได้รับอนุมัติสินเชื่อจากสถาบันทางการเงิน เพราะเหตุว่าเป็นผู้มีรายได้น้อย

Abstract

            The objectives of this research are the following: to identify the outputs and outcomes of the implementation of low-income housing policy: the case studies of the Treasury Department and the National Housing Authority; and to study the factors affecting the implementation success as well as studying the obstacles and problem-solving methods. Qualitative research was conducted through primary from key informants 37 person and secondary data collection from documentary information and information published on the Internet. The findings revealed that (1) rules and regulations played the important roles in the implementation process; (2) both of the cases did not achieve their objectives of the low-income housing projects in terms of the outcomes since few low-income people had the accessibility of the projects; and (3) the main obstacle of the implementation was the ability of the low-income in getting credit approval from financial institutions due to their low income.
