การนำนโยบายด้านการเฝ้าระวังพฤติกรรมสุขภาพของสำนักงานสาธารณสุขจังหวัดตราดไปปฏิบัติ (Implementation of health behavior surveillance policies of the Trat Provincial Public Health Office)

บทคัดย่อ

            การวิจัยนี้ เป็นการวิจัยเชิงคุณภาพ วัตถุประสงค์เพื่อศึกษา (1) กระบวนการนำนโยบายด้านการเฝ้าระวังพฤติกรรมสุขภาพของสำนักงานสาธารณสุขจังหวัดตราดไปปฏิบัติ (2) ปัญหาอุปสรรคการนำนโยบายฯไปปฏิบัติ (3) แนวทาง แก้ไขปัญหาอุปสรรคในการนำนโยบายฯไปปฏิบัติ และ (4) แนวทางพัฒนาการนำนโยบายฯไปปฏิบัติ  เก็บข้อมูลจากเอกสารและจากการสัมภาษณ์ผู้ให้ข้อมูลสำคัญซึ่งเป็นเจ้าหน้าที่ในสังกัดโรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) จำนวน 15 คน

ผลการวิจัยพบว่า (1) นโยบายการเฝ้าระวังพฤติกรรมสุขภาพเป็นของกระทรวงสาธารณสุข สั่งการให้สำนักงานสาธารณสุขจังหวัดนำไปปฏิบัติเป็นงานประจำ มาหลายปี มีกระบวนการเตรียมความพร้อม ถ่ายทอดสร้างความเข้าใจ วิเคราะห์ ทำแผน และประเมินผล (2) ปัญหาอุปสรรคในการนำนโยบายฯไปปฏิบัติ พบว่า เกิดการแพร่ระบาดโรคโควิด-19 ทำให้ รัฐบาล ให้ความสำคัญเรื่องเร่งรัดฉีดวัคซีนฯ รักษาผู้ป่วยฯ และควบคุมพฤติกรรมทางสังคม เช่น สวมหน้ากากฯ เว้นระยะห่าง งดกิจกรรม ผลที่ตามมา คือ เจ้าหน้าที่มีภาระงานมากขึ้นกระทบต่องานประจำ ประชาชนไม่ประสงค์ให้เจ้าหน้าที่เข้ามาคลุกคลี ทำให้การดำเนินงานลดความสำคัญลง เกิดการชะงักในการนำนโยบายไปปฏิบัติ 

Abstract

            This research is a qualitative research. The objectives are to study (1) the process of implementing the policy on health behavior surveillance of the Trat Provincial Public Health Office; (2) problems and obstacles in the implementation of the policy; (3)guidelines for solving problems and obstacles in the implementation of the policy, and (4) guidelines to develop the implementation of the policy.  Data gathering by interviewing 15 key informants from 15 sub-district health promoting hospitals.

            The results showed that (1) the health behavior surveillance policy was initiated by the Ministry of Public Health. The provincial public health offices implement it as a regular job for many years. There was a process of preparation, socialize to create understanding, analyze, plan and evaluate. (2) major problem and obstacle in the implementation of the policy was an epidemic of COVID-19 causing the government to focus on speeding up vaccination treat the patient and controlling social behaviors such as wearing masks, social distance. The people did not want the officials to come in and get involved which cause the operation less important and disruption in the implementation of the policy.
