บทบาท และอำนาจการตัดสินใจในองค์การมีหลายปัจจัยทั้งจากภายในและภายนอกองค์การ ผู้มีบทบาท และมีอำนาจการตัดสินใจจากภายในองค์การ องค์การภาครัฐ ได้แก่  คณะกรรมการบริหาร ผู้บริหารระดับสูง และผู้ปฏิบัติงานหลัก  ส่วนองค์การภาคเอกชน ได้แก่ เจ้าของหรือผู้ลงทุนตามสัดส่วนการลงทุน ส่วนผู้มีบทบาท มีอำนาจการตัดสินใจจากภายนอกองค์การ ที่เหมือนกันทั้งองค์การภาครัฐและองค์การภาคเอกชน  ได้แก่ สาธารณชน ส่วนที่แตกต่างกัน สำหรับการตัดสินใจจากภายนอกองค์การภาครัฐ คือประชาชนเป็นผู้มีอำนาจตัดสินใจโดยอ้อมผ่านการเลือกตั้ง ในขณะที่องค์การภาคเอกชน ได้แก่ ลูกค้า ผู้จัดหาวัตถุดิบ ตัวแทนจำหน่าย และคู่แข่งทางธุรกิจ

Abstract

The role and power in decision-making in an organization come from both internal and external authority. The internal decision makers for the public organization include the board of directors, top management (strategy apex), and operating core. While the owners and shareholders of private organizations are the internal decision-makers. The public is also the external indirect decision-makers in either public or private organizations. In a private organization, stakeholders such as customers, suppliers of raw materials, distributors, and business competitors are external decision-makers. In public organizations, the public as the external decision-makers are voters.
