บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการนำนโยบายการจัดการศึกษาขั้นพื้นฐาน 15 ปี โดยไม่เก็บค่าใช้จ่ายไปปฏิบัติ ของโรงเรียนเอกชนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 5 ใช้วิธีวิจัยเอกสารและวิธีวิจัยสนาม กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้เป็นผู้ให้ข้อมูลสำคัญจำนวน 5 คน ใช้วิธีการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้าง ผลการศึกษาพบว่า โรงเรียนเอกชนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 5 มีการเตรียมการเป็นอย่างดี มีแบบแผนการปฏิบัติงานที่ชัดเจน มีการแต่งตั้งคณะกรรมการดำเนินงาน มีการตรวจติดตามประเมินผล แต่ก็มีปัญหาบ้างในกระบวนการดำเนินงาน เช่น ผู้ปกครองนักเรียนบางรายจ่ายเงินซื้อของไม่ตรงตามวัตถุประสงค์ของนโยบาย ปัญหาใบเสร็จรับเงินที่ผู้ปกครองนักเรียนบางรายนำมาส่งให้โรงเรียนไม่ถูกต้อง

Abstract                                                                                                                                  

The purpose of this research was to study the implementation of the 15-year free basic education policy of private schools under Chiangmai Primary Educational Service Area Office 5. A combination of documentary and field research methods had been employed in conducting the research. The structured interview was used in data collection from a sample of 5 key informants selected. The research found that private schools under Chiangmai Primary Educational Service Area Office 5 had made good preparations for implementing the policy. They made clear action plans and appointed responsible committees. They also monitor and evaluate their work. There were, however, some problems occurred in the policy implementation process. Some students’ parents did not expend the money in accord with the terms and conditions of the policy. Some parents did not submit correct receipts to the school.
