The Participation of Public Sector and Private Sector according to the Guidelines of the Civil State

Abstract

บทคัดย่อ

            การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิธีการในการมีส่วนร่วมของภาคประชาชนและภาคเอกชนตามแนวทางประชารัฐกับหน่วยงานที่ทำการปกครองอำเภอสระโบสถ์ ปัญหาและอุปสรรคของการมีส่วนร่วมของภาคประชาชนและภาคเอกชนตามแนวทางประชารัฐ และแนวทางการแก้ไขปัญหาและอุปสรรคการส่วนร่วมของภาคประชาชนและภาคเอกชนตามแนวทางประชารัฐ กับหน่วยงานที่ทำการปกครองอำเภอสระโบสถ์ ใช้วิธีวิจัยเอกสารและวิจัยสนาม เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงการสร้าง กลุ่มตัวอย่าง จำนวน 9 คนได้แก่เจ้าหน้าที่ที่ทำการปกครองอำเภอสระโบสถ์เป็นตัวแทนภาครัฐจำนวน 3 คน ผู้นำชุมชนและปราชญ์ชาวบ้านตัวแทนประชาชนในพื้นที่จำนวน 3 คน และผู้บริหารสถานประกอบการเอกชนที่มีสถานที่ตั้งในพื้นที่จำนวน 3 คน ผลการวิจัย พบว่า  การมีส่วนร่วมของภาคประชาชนและภาคเอกชนตามแนวทางประชารัฐ คือ กระบวนการของการมีส่วนร่วมจะมีจุดเริ่มต้นจากการการรับรู้ข่าวสารของนโยบายประชารัฐผ่านการประชาสัมพันธ์ของภาครัฐและผู้นำชุมชนผ่านหอกระจายข่าว หนังสือราชการ ผ่านสื่อออนไลน์ ผ่านการประชุมประชาคมของหมู่บ้าน ผ่านนโยบาย CSR ของบริษัทเอกชน ส่วน ปัญหาและอุปสรรคของการส่วนร่วมของภาคประชาชนและภาคเอกชนตามแนวทางประชารัฐคือ เอกชนต้องแบ่งภาระด้านงบประมาณ ทำให้การประชาสัมพันธ์ไม่ทั่วถึง นโยบายมีมากและไม่ชัดเจนในกระบวนการหรือขั้นตอนปฏิบัติ  ส่วนแนวทางการแก้ไขปัญหา ควรสร้างเครือข่ายในพื้นที่ให้ชัดเจน ปรับหลักเกณฑ์ให้สอดคล้องกับความต้องการของประชาชนและ มีขั้นตอนและกระบวนที่ชัดเจนเป็นรูปธรรม

 Abstract

            This research aimed to study the participation of civil society and the private sector in accordance with the civil authorities of Sa Bot District Administration Office, barriers of participation of civil society and the private sector and solutions to problems. Using both documentary research and field research as important tools. Data were collected by structured interviews. The key informants consist of 9 people, including three officials from Sabot District Administration Office as members of public sector, three community leaders and scholars representing citizens in the community  and three administrators of private enterprises located in the community. Research had shown that the involvement of civil society and the private sector according to the civil state started from the perception of information concerning civil state policy through announcement  made by both government machinery and community leaders and also, through online media, meeting of the village community and through CSR policies of private companies. Obstacles to the practice were that the burden of the budget which the private sectors should share, the problems of public relation and too many policies which were unclear and caused difficulty in the implementation procedures. The way to solve this problem was to setup network in the area, adjusted the rules in accordance with   requirements of the people and established concrete procedures.
